Why the Dholera Data Centre Push Matters for Investors in 2026

Tushar patyal October 13, 2026 6 min read

Every few weeks, a new headline calls Dholera India’s next big data centre city. Some of that is backed by government policy. Some of it comes from property ads that use the same words without the same facts.

The policy part is real. In July 2026, Gujarat launched the Viksit Gujarat Data Centre Policy 2026-29 and named Dholera as its lead location for large, green, AI-ready data centres. But today, the Dholera data centre story rests on one state policy and one signed MoU, not on finished buildings.

This guide separates what has been announced from what is actually being built, and explains what that means if you plan to invest, buy or look for work here.

What Gujarat’s Data Centre Policy Actually Offers Dholera

The policy gives Dholera extra cost-saving incentives and a formal role as the state’s flagship data centre zone. That makes it cheaper for large operators to pick Dholera over other locations.

Chief Minister Bhupendra Patel launched the policy on 9 July 2026 at Mahatma Mandir in Gandhinagar, and the state formally notified it on 7 August 2026. The government said it had already received proposals from 14 companies and expects more than ₹6 lakh crore of investment in the first phase.

Key points for Dholera:

  • Capacity target: 7.5 GW of data centre capacity across Gujarat.
  • Dholera-specific subsidy: a 2.5% capital subsidy for eligible projects in the Dholera region.
  • Interest support: up to 4% interest subsidy for 10 years.
  • Power support: a ₹1 per unit power tariff subsidy for 20 years.
  • Green rule: eligible projects must source at least 51% of their operating electricity from renewable or green sources.
  • Essential service status: data centre operations are covered under the Gujarat Essential Services Maintenance Act.

Under the notified policy, Dholera is identified for development as one of the world’s largest hyperscale green AI data centre hubs.

Which Dholera Projects Are Actually Confirmed So Far

Only one major named project is officially linked to Dholera so far, and it is still at the study stage. Most of the ₹6 lakh crore figure is expected interest across Gujarat, not signed contracts.

On 20 February 2026, at the India AI Impact Summit in New Delhi, Gujarat’s Department of Science and Technology signed an MoU with L&T Vyoma, the data centre arm of Larsen & Toubro. It outlines a ₹25,000 crore investment in a 250 MW green, AI-ready campus at Dholera SIR, expected to be operational by 2028.

Under the MoU, L&T Vyoma will first assess land suitability, infrastructure readiness, availability zones and sustainability parameters. Final execution depends on these studies, definitive agreements and regulatory approvals.

Some property listings online name other global firms planning a Dholera data centre, but we could not find any government or company statement confirming those claims. Treat any project without an official source as unconfirmed until one appears.

Why Dholera Fits What Large Data Centres Need

Data centres need reliable power, large land parcels, water, fast connectivity and quick approvals. Dholera was planned with most of these in mind, which is why the state chose it.

Large AI data centres use huge amounts of electricity and cooling. Gujarat says it has nearly 74 GW of installed power capacity and a wide renewable energy base. Inside Dholera, officials reported in May 2025 that the water treatment plant, sewage treatment plant, common effluent treatment plant, ICT network, ABCD building and a 300 MW solar park were complete.

Connectivity is improving too. The Ahmedabad–Dholera Expressway is expected to cut travel time from Ahmedabad to about 45 minutes, and in May 2026 the Union Cabinet approved a ₹20,667 crore semi high-speed rail line between Ahmedabad and Dholera, due by 2030-31.

Expect Fewer Jobs Than the Headlines Suggest

A data centre brings large investment but a small permanent workforce. Most Dholera articles skip this point, and it changes how you should read the news.

A data centre is mostly servers, power systems and cooling equipment. Once built, it runs with a relatively small team of engineers, technicians and security staff. For comparison, Tillman Global Holdings’ planned 300 MW hyperscale campus in Visakhapatnam is expected to create 200 to 300 direct jobs and nearly 1,000 indirect roles by 2028.

So a single Dholera data centre campus may not, on its own, fill thousands of homes. The bigger hiring happens during construction and in supporting trades such as power, cooling and logistics. Factories such as the Tata semiconductor fab are likely to remain the main driver of daily workforce and rental demand.

Weak Signal vs Strong Signal in Data Centre News

Not every headline carries the same weight. Before you make a money decision based on Dholera data centre news, check which side of this table it falls on.

What to Check Weak Signal Strong Signal
Project status MoU or “proposal received” Land allotted and construction started
Investment figure State-wide target like ₹6 lakh crore Amount committed to a named Dholera site
Company name Mentioned only by a property seller Confirmed by a government release or the company
Plot location “Near the data centre corridor” Zone shown in the official TP scheme and DSIRDA plan

If a claim shows mostly weak signals, treat it as a future possibility, not a reason to pay a premium today.

Frequently Asked Questions

What Is Gujarat’s Data Centre Policy for Dholera?

It is the Viksit Gujarat Data Centre Policy 2026-29, which targets 7.5 GW of capacity and names Dholera as the flagship data centre hub.

Which Company Plans a Data Centre in Dholera?

L&T Vyoma has signed an MoU with Gujarat for a ₹25,000 crore, 250 MW green AI-ready data centre campus in Dholera SIR.

The campus is expected to become operational by 2028, but final execution still depends on feasibility studies, agreements and regulatory approvals.

Will Data Centres Raise Plot Prices in Dholera?

They may support long-term demand, but data centres employ fewer people than factories, so verify project stages before paying any premium.
